First Quarter Report On Foreign Vessels Detained Under Ship Inspection Program OTTAWA — Transport Canada today released the 1997 first quarter report on foreign vessels detained at Canadian ports under the federal government's port state control ship inspection program.
In the first quarter of 1997, twenty-one foreign vessels averaging 20 years of age were detained at Canadian ports. Most of the vessels detained were bulk carriers. Overall, 212 foreign vessels were inspected during the quarter. In 1996, a total of 118 foreign vessels averaging 18.25 years of age were detained, out of 1,185 ships inspected at Canadian ports.
The Government of Canada is committed to eradicating substandard shipping. Publishing the names of offending vessels will make it more difficult for them to do business anywhere in the world.
Under Canada's port state control program, Transport Canada ship inspectors board and inspect foreign vessels at Canadian ports. This program helps to ensure protection of the marine environment and the safety of mariners and property. All foreign tankers are inspected on their first visit to Canada and, thereafter, once a year.
Transport Canada began publishing the names of offending vessels in May 1996, when it released its first quarterly report on foreign vessels detained under the ship inspection program.
Vessels detained must rectify their deficiencies before being allowed to leave Canadian ports.
Details of the deficient vessels will be listed on Transport Canada's Internet web site.
A copy of the report released today is attached.
